Use Case Rules
Operating rules may have separate sections for different transaction types or use-cases. For example, merchant payments may have a discrete rule set, as could payments to a business from a consumer, or from one consumer to another. If the scheme has interchange (see ‘Fees-Interchange’), there may be different rates for different transaction types. This underscores the importance of the operating rules having a transaction type code as a part of the messaging standards (section ‘Standards-Message Formats’).
The Financial Inclusion Perspective
There are certain use cases that are of particular importance to the poor, for example low-value payments. To the degree that the system may break out use cases, it could consider giving special treatment to use cases that are most common among the poor.
